Meaningful Use Criteria…
In order to satisfy the Meaningful Use tests, criteria in two separate categories, “Core” and “Menu” must be met.
The “Core” criteria consist of 15 measures, each of which must be successfully met, unless an exclusion applies. Individual states have also been granted the right to include up to four measures from the “Menu” category in the “Core” category.
The “Menu” criteria consist of a possible 10 criteria, but from this “menu”, only five criteria must be satisfied. In addition, at least one of the five chosen criteria must be either #9 or #10. (see below.)

The MU Core Criteria At-A-Glance
1. Use computerized physician order entry (CPOE)
2. Implement drug-drug and drug-allergy interaction checks
3. Generate and transmit permissible prescriptions electronically
4. Record demographics
5. Maintain an up-to-date problem list of current and active diagnoses
6. Maintain active medication list
7. Maintain active medication allergy list
8. Record and chart changes in vital signs
9. Record smoking status for patients 13 years old or older
10. Implement one clinical decision support rule relevant to specialty or high clinical priority along with the ability to track compliance that rule
11. Report ambulatory clinical quality measures
12. Provide patients with an electronic copy of their health information, upon request
13. Provide clinical summaries for patients for each office visit
14. Capability to exchange key clinical information
15. Protect electronic health information created or maintained by the certified EHR technology
Depending on U.S. state, may be extended to include up to four criteria from the “Menu criteria.
The Clinical Quality Measures At-A-Glance
Three measures to be documented as a part of the clinical quality measures requirement:
1. Blood pressure measurement.
2. Tobacco use.
3. Adult weight screening and follow-up.
Alternate measures if the above do not apply:
1. Child/Adolescent weight.
2. Childhood immunization status.
3. Adult over 50 Influenza status.
And, additionally:
3 other quality measures from a list of 38 (speciality) measures.
The MU Menu Criteria At-A-Glance
Each of these criteria has established goals and requirements that must be met. These are not covered here.
1. Implement drug-formulary checks
2. Incorporate clinical lab-test results as structured data
3. Generate lists of patients by specific conditions
4. Send reminders to patients for preventive/follow-up care
5. Provide patients with timely electronic access to their health information
6. Use certified EHR technology to identify patient-specific education resources
7. Perform medication reconciliation
8. Provide summary care record for each transition of care and referral
9. Capability to submit electronic data to immunization registries
10. Capability to submit electronic syndromic surveillance data
At least one of items #9 and #10 must be met.
